Legal hacking software? as in legal website/email hacking? cause i don't think any of those can be legal but if you mean hardware hacking/cracking software then idk but ill definitely follow your guides

It depends on your intentions If you use these applications and guides for helping your country or for your own security purpose then they are legal otherwise their use is 100% illegal

BTW Legal Means Signed Applications which are allowed to use by anyone from its developer.
